The Contractor Network
Program rebates are only available for program-approved contractors. All program participants must use a vendor from the Contractor Network. This network of contractors will support the implementation of energy efficiency and electrification upgrades approved through the program.
This program is only available for multifamily buildings and approved contractors. The program relies on a variety of contractors to complete projects.
Contractors play a critical role in program delivery, working directly with customers and Resource Smart to identify, design, and implement cost-effective energy efficiency and electrification upgrades. In addition to delivering high-quality installation services, contractors are responsible for assessing energy savings opportunities, supporting project development, and ensuring all work meets program requirements, technical standards, and DOE compliance guidelines.
Network contractors may provide some of the following services:
- ASHRAE Level II energy audits
- Electrical work
- HVAC upgrades
- Building insulation
- Appliance installations
- Quality control inspections

Submit contractor application and supporting documents

Attend contractors technical training

Sign M-RISE Contractor Participation Agreement

Receive approval to join Contractor Network
- Complete rebate reservation application with all details needed by DOE
- Receive rebate reservation approval (1-4 week turn around, depending on how fast DOE responds)
- Complete installation / retrofit project work
- Submit complete project rebate reclamation documentation with all details needed by DOE to gain approval
- Receive rebate check (3-6 weeks from complete project submission approval)
Note: Project work cannot begin until the project receives formal program approval
