Why Engage Early?

The Multifamily Retrofit Initiative for Sustainability and Equity (M-RISE) is New Jersey’s upcoming Inflation Reduction Act-funded multifamily energy efficiency and electrification initiative designed to help income-qualified multifamily properties improve building performance, modernize aging systems, reduce energy use, and enhance resident comfort through whole-building energy upgrades.

As New Jersey prepares for program launch, property owners and building representatives are encouraged to engage early to be among the first in line when funds open! Early engagement may help participants:

receive future program updates,

explore potential project opportunities,

identify building improvement pathways,

access preliminary technical assistance and program guidance at no cost,

and be well prepared for future program participation once applications open

Program Benefits

Income-qualified multifamily properties in New Jersey with five or more units may be eligible to rebates up to $30,000 per unit for energy-efficient upgrades, depending on project scope, energy savings, and final program eligibility requirements.

HVAC and heat pump upgrades

Building shell improvements

Weatherization and insulation

Electrical and panel upgrades

Water heating improvements

Lighting and appliance upgrades

Whole-building energy efficiency improvements

Program Status

M-RISE is currently in pre-launch development and is not yet open for formal rebate applications.

New Jersey is continuing implementation planning, operational readiness activities, and stakeholder engagement efforts ahead of statewide launch. Activities include development of a program-specific website, which will host all application forms and submittals, a list of participating contractors, and informational resources for all stakeholders. In the meantime, New Jersey is encouraging interested parties to submit inquiry forms to start early engagement!

and buildings exploring upgrades such as HVAC, insulation, windows, appliances, water heating, and electrification readiness improvements.

Final eligibility requirements will be announced as program development continues.

While final program procedures are still being developed, multifamily retrofit projects supported through M-RISE are generally expected to follow a process similar to the following: 

Submit a project application and supporting documentation

Receive project approval and rebate reservation confirmation (1-4 week turn around, depending on how fast DOE responds)

Complete approved installation and retrofit work

Submit required project completion and quality assurance documentation

Receive rebate reimbursement following final review and confirmation (3-6 weeks from complete project submission approval)

Important Note: Projects will be required to receive formal program approval before installation work associated with rebate funding may begin.

Q&A

Once a project receives rebate reservation approval, funding is generally expected to remain reserved for that project through installation completion and final quality assurance review by NJBPU and DOE, provided program requirements and project milestones continue to be met. Once a project is complete and full compliance has been demonstrated and confirmed, the rebates will be issued to the consumer.

For larger multifamily projects, M-RISE may utilize phased or milestone-based reimbursement approaches that allow portions of rebate funding to be processed as project phases or groups of units are completed and inspected.

Final timelines and funding reservation requirements will be communicated during project development and approval.
